Westchester TLC License

Westchester Commercial drivers using Uber’s Driver app are required to have a WC TLC Driver License and an account to drive with Uber in Westchester.

TLC eligibility requirements

  • Must have a valid Social Security number when you submit your application
  • Must have a valid DMV chauffeur’s license (Class A, B, C, or E) or equivalent license issued by New Jersey, Connecticut, or Pennsylvania only


Approval is subject to WC TLC rules and regulations

How to get a WCTLC license

Submit your application

  • Answer all questions truthfully and completely.
  • Notarize applicant's signature. New drivers only.
  • Any individual who assists the applicant in completing the application must complete the Interpreter Information section of the driver application.


Here’s how to complete your application:

  1. Current Westchester TLC driver permit holders may renew expiring permits online or book an in person appointment.

  2. New Applicants:
    a. Fill out new driver application

    b. Fill out Criminal Background Check

    c. Once you have completed your application and gathered all required documents, you may submit your paperwork by mail, drop-off or at an in-person appointment. WC TLC mailing address is:

Provide References

Three people not related to the applicant by blood or marriage must complete a form. Each form must be notarized. Reference forms are not required for renewal applicants.

Provide two forms of identification

One form of identification must be a driver license, class E or better, or equivalent from the driver's home state (CT, NJ, or PA).

The second form of identification must be from the following list:

  1. Vehicle Registration
  2. U.S. Passport
  3. Employee ID
  4. School ID
  5. Pay stub (computerized)
  6. Utility bill
  7. Permanent Resident Card (Green Card)

How to upgrade your license

    1. Request a certified abstract and an F endorsement from a Connecticut DMV
    2. Send copies of your Connecticut license, certified abstract, and F endorsement to the TLC
    1. Request a certified abstract from a New Jersey MVC
    2. Send copies of your New Jersey license and certified abstract to the TLC
    1. Fill out the NY DMV Class E driver’s license form (PDF)
    2. Gather the documents you need to enhance your license. Find more information here
    3. Visit a New York DMV and switch to a Class E license
    4. Send a copy of your Class E license to the TLC
    1. Request a certified abstract from a Pennsylvania DMV
    2. Send copies of your Pennsylvania DMV license and certified abstract to the TLC

Earnings supplement for commercial drivers

Earn more on economy trips like UberX, XL, and Uber Comfort

Uber is introducing a new supplement for every mile you drive with a passenger in the car on economy trips (like UberX, UberXL, Comfort and more) for commercial drivers¹. Effective May 21st, the supplement for New York City Suburbs is $0.75. To qualify, you must maintain your own commercial permit, registration, and insurance and other required documents.

There is no limit to how many trips or miles can qualify. The “Commercial Supplement” will be based on estimated miles for the trip and will be included on your Offer Card², trip receipt, and Weekly Statement.

¹ Eligible trips include those completed by commercial drivers with their Westchester TLC License, Westchester TLC Vehicle Permit, commercial auto insurance, and other required documents.

³ Changes to the duration of a trip may cause fares to be updated based on the actual time and distance, which may affect your supplement amount.

The commercial supplement is an additional earnings opportunity for drivers with commercial permits. It is not a reimbursement for the costs associated with permits, insurance, or any other similar expenses and will not equal those costs. The commercial supplement applies on UberX and UberX Share, UberX Priority, UberXL, Comfort, Comfort Electric, Uber Green, Uber Pet., Premier, and Premier SUV This supplement does not apply to Black or Black SUV trips.

The commercial supplement is not available to all fleet companies. If you drive with a fleet company, you should consult with the fleet owner about your earnings structure.
