TLC license

New York City drivers using Uber’s Driver app are required to have a TLC Driver License and an account to drive with Uber in NYC.

TLC eligibility requirements

  • Must be at least 19 years old
  • Must have a valid Social Security number when you submit your application
  • Must have a valid DMV chauffeur’s license (Class A, B, C, or E)
  • Must have no more than 5 points on your DMV license within 15 months of your most recent violation date
  • Must have no outstanding tickets, parking violations, or fines or fees owed to DMV or TLC

Submit your application online

Here’s how to complete your application online on the TLC’s website:

  1. Select Apply for the New License on the left side of the page
  2. Select Driver for the application type
  3. Select TLC Driver’s License (Medallion/For-Hire/Street Hail Livery Driver)
  4. Save your TLC application number; you’ll need it later in the application process

We encourage applicants to schedule an office appointment and complete the application with an Uber Expert.

Note: if you submit an application online, it’s very important to save your TLC application number. This is needed to complete the rest of the license requirements. The page where you’ll get the number is called the Payment Receipt and Checklist page—it will be the last page you encounter after submitting your payment. Print or take a picture of the page and keep in a safe place.

How to complete your drug test

You must go to one of the 7 TLC-approved drug testing locations listed below.

When you go, you’ll need to provide the following:

  • A TLC receipt for application payment
  • Your driver’s license
  • Payment for the $34 drug test fee
  • Accepted forms of payment
  • Major bank credit or debit card
    • US Postal Service or locally issued money order payable to Labcorp

Take a WAV class at a TLC-approved school

  1. Visit nyc.gov
  2. CSelect “Passenger Assistance and Wheelchair Accessible Vehicle Training”
  3. Choose from any of the WAV class providers listed

 

If you do not provide your TLC application number when you schedule your WAV class, you must bring your TLC application number on the day of the class or you will not be admitted.

Complete a defensive driving course

Step 1: Take the course

Complete a course at one of the TLC’s approved defensive driving schools. Note: if you’ve taken a New York State DMV–certified defensive driving course within the last 3 years and have proof of completion, you do not need to take the course again.

Step 2: Upload your completed certificate

You can submit your completed certificate to the TLC through its online TLC Upload Portal. Please have the following information ready before you begin:

  • Your current TLC-issued application number
  • The zip code of your mailing address
  • The last 5 digits of your Social Security number (SSN) or Employer. Identification Number (EIN)

Note: if you have taken a New York State DMV certified defensive driving course within the last 3 years and have proof of completion, you do not need to take the course again.

FHV course: what to expect

The 24-hour course

The course is taught over three 8-hour days. Here’s what it covers:

  • Map reading
  • Local geography
  • Driver-passenger relations
  • Preparation for the City Knowledge Exam

Free resources

The course is offered primarily in English and Spanish, but some schools do offer it in American Sign Language, Bengali, Mandarin Chinese, Russian, and Urdu. The TLC offers a practice exam, study guides, and other resources in various languages.

Upload your updated license to the TLC’s website

You can submit your license to the TLC through its online TLC Upload Portal. Please have the following information ready before you begin:

 

  • Your current TLC-issued application number
  • The zip code of your mailing address
  • The last 5 digits of your Social Security number (SSN) or Employer Identification number (EIN)

How to upgrade your license

    1. Request a certified abstract and an F endorsement from a Connecticut DMV
    2. Send copies of your Connecticut license, certified abstract, and F endorsement to the TLC
    1. Request a certified abstract from a New Jersey MVC
    2. Send copies of your New Jersey license and certified abstract to the TLC
    1. Fill out the NY DMV Class E driver’s license form (PDF)
    2. Gather the documents you need to enhance your license. Find more information here
    3. Visit a New York DMV and switch to a Class E license
    4. Send a copy of your Class E license to the TLC
    1. Request a certified abstract from a Pennsylvania DMV
    2. Send copies of your Pennsylvania DMV license and certified abstract to the TLC
    1. Request a certified abstract from your state or country’s DMV (or equivalent)
    2. Visit a New York DMV and switch to a Class E license
    3. Send copies of your Class E license and certified abstract to the TLC

Schedule your medical exam

Go to a doctor of your choice

Print the TLC’s medical form and take it to any licensed physician to complete.

Submit your medical form to the TLC

You can submit your completed medical form to the TLC through its online TLC Upload Portal. Please have the following information ready before you begin:

 

  • Your current TLC-issued application number
  • The zip code of your mailing address
  • The last 5 digits of your Social Security number (SSN) or Employer Identification Number (EIN).
