As of April 1, 2023, we are limiting new for-hire vehicle driver signups in New York City, largely due to TLC’s utilization regulations. Create an account to join the wait list to drive with Uber in NYC.

TLC plates

Due to FHV licensing regulations in New York City, the TLC is currently issuing new for-hire vehicle licenses only to wheelchair-accessible vehicles (WAV). If you would like to plate a WAV, please follow the steps below.

How to get TLC plates

  • Go to t.uber.com/vehicles to check that the vehicle you’d like to use on the Uber platform complies with Uber’s vehicle requirements.

  • Take your base letter to a TLC insurance broker to get commercial insurance.

  • Take your base letter to a TLC insurance broker to get commercial insurance.

  • Take the following things to a Greenlight Hub:

    • TLC insurance (FH-1 and Certificate of Liability)
    • Government-issued photo ID
    • One of the following documents
      • Certificate of Title, Bill of Sale, Leasing Agreement, or DMV Registration (must submit for vehicles registered out of NY)
    • Payment for application fees (credit card, debit card, or checking account information)
      • $550 for vehicles with less than 500 miles
      • $625 for vehicles with more than 500 miles (this cost includes a $75 inspection fee)

Once an Uber Expert submits a Base Affirmation Form for your vehicle, you have 7 days to complete the TLC’s online application.

If you’re unable to upload a document, you can upload it instead on the TLC's Upload Portal.

  • The TLC will email you a plate letter to take to any NYC DMV to get your TLC plates. The DMV plate letter is only valid for 20 days. The cost of the plates will be determined by the DMV.

    • Request your inspection appointment by completing the Plate Notification Form through TLC UP Portal.
    • After the TLC reviews your application, they’ll send you an inspection appointment.
    • Print out your appointment letter and take it to the inspection location at BQE TLC – 24–55 BQE West Woodside, NY 11377.
    • Your vehicle needs to have a Vision Zero Sticker on the windshield to pass inspection. You can obtain one at an Uber Greenlight Hub or at a TLC-authorized printer.
    • If your vehicle is a hybrid, be sure to have 2 Green NYC stickers placed on both sides of the rear of the vehicle.
    • If you miss an inspection, the TLC will automatically schedule you another appointment.
    • If you attend the appointment and fail, please head back to the TLC inspection facility once your vehicle is ready to be inspected again. Take the failed inspection report with you. You do not need to have a scheduled appointment.
  • Return to a Greenlight Hub with the following documents:

    • FH-1 Insurance Card Certificate of Liability Insurance (you must be listed as an insured driver)
    • Commercial TLC Registration
    • FHV Diamond Sticker or Inspection Report

An Uber Expert will upload your documents. Then you’ll be able to download Uber’s Driver app and get on the road to making money.

Complete your vehicle inspection

If you already have your TLC plates, please follow the below steps to complete your vehicle inspection.

1. Submit a Vehicle Plate Notification Form

Here's the information you’ll need to fill out the Vehicle Plate Notification Form that the TLC will review:

  • TLC application or license number, also known as the FHV # of the vehicle (you can find it on the NYC TLC Online Transaction Confirmation email)
  • Last 6 digits of VIN # (found on TLC insurance and registration)
  • TLC plate number (found on TLC registration from the DMV)
  • The state should always be (NY) New York (OL, Z, WC, NC plates will not need to fill out this form; they automatically receive their inspection after completing LARS and paying the CMVT).

2. Wait for your appointment letter

The TLC will send you an appointment letter with a specific time, date, and location to have your vehicle inspected.

3. Attend your appointment

Print your appointment letter and take it with you to your appointment. If you don't make your appointment, you may have to wait several weeks to get another one.
