Steps to get a private hire licence
Step 1 - Apply online for your Oldham Private Hire Driver’s Licence
Create an account online and proceed to submit an application.
You will then be instructed to call the licensing team on 0161 770 4730 asking for a "new driver" appointment.
You will need to bring with you the DBS certificate, the DVSA test certificate and your completed Medical Form. If you are missing any of these certificates, please read the steps below for guidance on how to obtain them.
Step 2 - Complete Enhanced DBS
Formerly known as a CRB check, this is conducted after your application is submitted to Oldham Council. Take your driving licence, passport, and a proof of current address (e.g. recent utility bill or bank statement) to your appointment at the Oldham licensing office.
Step 3 - Pass the Taxi Driving Test
This test checks your driving ability, and is carried out by an approved third-party company on behalf of the council. Although it is not a DVSA test, it is very similar to the standard driving test completed by those getting their driving licence for the first time.

Step 4 - Get the Medical Check
You need to complete a Group 2 Medical Check to demonstrate you are medically fit to drive. This can be completed by the applicant’s own GP or one who has access to your full medical history and records.
You will receive Oldham’s medical form as part of the application pack at your appointment.
Step 5 - Pass the Knowledge Test
This test will check your understanding of Oldham’s roads, districts, and places of interest. The tests are completed at the licensing office and consists of two papers.
