Before you begin

There are a number of things which Access Canberra must consider when assessing an application. This includes whether the applicant has:

  • been found guilty of offences under the Corporations Act 2001 (Cwlth);
  • been found guilty and convicted of an offence involving dishonesty, drugs, violence or driving offences; or,
  • contravened requirements, or the Minimum Service Standards, of a previous public passenger accreditation.

If you have any concerns with your eligibility, please consider getting in contact with Access Canberra before commencing the accreditation process.

Online Driver and Vehicle Rideshare Licences application process

In order to complete the Rideshare Public Vehicle Driver Licence (RPVDL) and a Rideshare Vehicle Licence (RVL) forms, you will need to attach images of supporting documentation:

  • One of the following documents: Overseas Passport, Australian Passport, Australian Birth Certificate, Australian Citizenship Certificate, or ImmiCard
  • A copy of your Working with Vulnerable People Registration
  • A commercial driver health assessment not older than 6 months – unless you have submitted one in the previous 5 years
  • A passed and valid ACT roadworthy certificate
  • A copy of your public Liability Insurance policy endorsed for Rideshare with cover for at least $5,000,000.

Access Canberra will process your application and follow up with you directly should they require additional information.

Transport Licence Code

To comply with new regulations and drive using the Uber driver app, you will be required to get a Passenger Transport Licence Code added to your NSW driver’s licence.

If you’re happy for Uber to submit a PTLC application to the RMS on your behalf along with a copy of your driver licence, simply complete the online form.

Driver Safety Education

In the Australian Capital Territory, you and Uber have certain legal obligations to ensure that every trip is safe and welcoming. To make sure you are aware of these obligations, you are required to complete driver safety education before you can start using the Uber Driver app. It should take less than 30 minutes to complete. You can complete the driver safety education course via logging into the Uber Driver app/website.

The safety education covers important topics such as avoiding discrimination, preventing sexual harassment, assisting riders with disability, vehicle maintenance and inspection, making sure you are fit to drive and general road safety.

Working with Vulnerable People (WWVP) registration

From 8th November 2017, all ridesharing drivers in the ACT will be required to hold a WWVP registration card.

1. Apply online

Complete the online application with Access Canberra.

2. Visit Access Canberra

Attend your local Access Canberra Service Centre to verify your identity and have your photo taken.

3. Receive card

Access Canberra will assess your application and post the WWVP card to you.

FAQs

  • The ACT Government now requires all point to point transport providers, including rideshare drivers, to have a WWVP registration card.

  • The WWVP registration card is a physical card, the same size and security content as a driver licence. It shows your name, photo, registration number and the card expiry date.

  • Access Canberra’s average processing time is 4-6 weeks from lodging the application in an Access Canberra Service Centre (photograph and proof of identity) to receiving the registration card. If you have any concerns about the requirement or your eligibility and would like to discuss them, you can contact Access Canberra on 13 22 81.

  • The current fee is $82.00. If a registered person loses their registration card then a replacement fee is charged by Access Canberra.

  • The following selections will generally apply to ridesharing drivers when completing the WWVP registration application.

    Purpose of registration: Select ‘Self-employed’ – you’re your own boss when driving using the Uber App! Registration type: Select the ‘General Registration’ type instead of one of the ‘Conditional’ options One question asks ‘Can you provide details for your regulated activity employer/organisation?’ Please note that Uber does not employ rideshare drivers and we recommend you select ‘No’ to this question. You agree that nothing in the process of you applying for a WWVP registration with Access Canberra indicates that Rasier Pacific V.O.F. or any of its related entities (‘Uber’) employs or engages you directly or indirectly. Uber makes available a software application service to driver-partners (‘Uber App’). Driver-partners who use the Uber App are not employees or subcontractors of Uber and their relationship with Uber or the Uber App does not give rise to any of these relationships. Uber’s request for your working with vulnerable children registration details does not, will not and will not be deemed to, create a relationship of employment or subcontracting between you and Uber.
