There are some key differences between local regulations in Washington, DC, Maryland, and Virginia that determine which state(s) you are able to pick up riders from while online. The below information outlines specifics related to driver’s license requirements, vehicle requirements, and vehicle inspections.
Driver’s license requirements
In order to pick up riders in Washington, DC proper, you need to have a driver’s license from Maryland, DC, or Virginia. For Virginia, you just need a valid U.S. driver’s license. In Maryland, you need valid U.S. driver’s license as well as a TNO license. More information on how to obtain a TNO license is available here.
Additionally, in all three states, you need to have at least one year of licensed driving experience in the U.S. (3 years if you are under 23 years old). Learn more.
Minimum vehicle requirements
The minimum vehicle requirements for P2P driver-partners (UberX) differ across each of the three states in the DMV region. In addition to the model year requirements, your vehicle must have 4 doors, be in good condition with no cosmetic damage or commercial branding, and pass a vehicle inspection.
Model year requirements
DC vehicles must be 10 model years old or newer
Maryland vehicles must be 12 model years old or newer
Virginia vehicles must be 15 model years old or newer

Vehicle inspections
You need to complete a state vehicle inspection from one of the three states in the DMV area (DC, Maryland, or Virginia). The timing on when you need to complete your inspection and upload it to your partner profile in order to get/maintain access to pickups in the individual states differs for each state (see below). Only one inspection is required for access to all three states.
- Washington, DC: within 90 days of being able to accept trips with the Uber Driver app
- Virginia: You must confirm that you have a valid state inspection before being able to accept pickups. Within 30 days of becoming an active driver-partner, you must upload the inspection to your partner profile to be able to continue accept trips with the Uber Driver app.
- Maryland: A valid state inspection must be submitted before you can accept pickups
State inspections are required annually, unless you are looking to pickup riders in Maryland with a vehicle that’s 11 or 12 model years old, in which case a state inspection is required every 6 months.

Access to pickups
Drivers in the DMV area are able to pick up riders in all three states once they meet the requirements for each state. If you only meet the requirements for one of the states (e.g., only Maryland), you will only be able to accept trip requests within the boundaries of that state.
