Local Regulations in Columbia

The City Council of Columbia, MO has an ordinance requiring Transportation Network Operators (TNOs) such as Uber partners to obtain the following to comply with city’s regulations, including obtaining:

1. A Missouri Class E driver’s license
2. A TNO License
3. A Vehicle Permit

Steps to obtaining each of these items are outlined below.

Missouri Class E Driver’s License

You can receive your class E driver’s license at your local Department of Revenue (DOR) office located at 403 Vandiver Dr. Suite B, Columbia, MO 65202.

At the DOR you will be asked to:

1. Pass the class E written exam
   • Test material and sample test questions can be found on pg. 96-100 The Class E section are on page 96-100 of the MO driver’s guide.
2. Pay a $35 fee
   • The DOR accepts cash, personal checks, and credit/debt cards.

TNO License & Vehicle Permit

Both the TNO License & Vehicle Permit are distributed by the Columbia Business License Office. To receive the two items you must complete a TNO application, background check, and vehicle inspection.

Submitting your TNO application and background check:

As a part of your TNO application, you will be asked to provide a copy of your driver’s license, personal vehicle insurance, and the Uber insurance form found here. Please note that the application process includes a background check, which require submission of all addresses you have resided in the last 5 years. If you have lived in another state during that time, please be prepared to inform the Columbia Business License Office during application submission. To submit your application…

1. Visit the Columbia Business License Office (701 E. Broadway 5th floor, Columbia, MO 65202) for a copy of the TNO application.
2. In the Transportation Network Carrier portion please use the following information:
   • Name: Uber Technologies Inc
   • Address: 1455 Market St, 4th Floor, San Francisco, CA 94103
   • Email: (please leave blank)
   • Phone: (please leave blank)
3. Submit the form to the Columbia Business License Office along with the following payments:
   • Permit fee: $20
   • Vehicle Inspection fee: $25
   • Background check fee: $10
   • The Columbia Business License Office accepts cash, personal checks, and credit/debt cards (excluding American Express)

Schedule and complete a Vehicle Permit inspection:

Vehicle Inspections are performed only on Wednesdays between 10am and 12pm at the Columbia Police Department at 600 E Walnut St., Columbia,MO. No appointment is necessary, walk-ins only. Upon completion, the Columbia Police Department will send the finished report to the Columbia Business License Office.

If you are using a vehicle that has already been issued a permit, an additional inspection is not necessary.

Picking up your TNO License & Vehicle Permit:

Once your background check has been processed and vehicle inspection received, you will be notified of your application completion. Please visit the Columbia Business License Office to pick up your TNO License & Vehicle Permit.
