On December 14, 2023, City Council voted to cancel the cap, meaning PTC driver licences will be issued again. However, City Council also signalled their intention to bring back a permanent cap in February or March 2024. At this time, Council’s decision means that you can obtain and renew your PTC driver licence so long as you meet all of the City’s requirements for rideshare drivers.

Regulations for drivers
Displaying sticker/sign
Some regulations require you to display a sign or sticker that shows you are a passenger transport vehicle.
To help with this, we provide a removable Uber sticker to be displayed on your vehicle whenever you’re online. If the sticker is not properly displayed, or if it’s not visible while you’re driving with the Driver app (day or night), you could be issued a fine by local authorities.
Reporting incidents
All notifiable occurrences (incidents) must be reported to Uber.
What counts as a notifiable occurrence? It’s any mechanical failures, accidents, or injuries that have occurred during your ride, or situations where an ambulance or police are involved. This includes incidents that occur when a rider is in the vehicle, when you’re on your way to pick up a rider, or when you have just dropped off a passenger. We may then report any notifiable occurrence to your local transit authority.
Vehicle inspections and maintenance
A vehicle inspection must be obtained every year, regardless of vehicle age, and regular maintenance must be carried out to specific standards.
Changes in circumstances
Uber must be notified of any changes to your circumstances.
Safety and eligibility standards

Driving in Ontario
Each city in Ontario has different rideshare requirements, and some cities may require you to visit a Greenlight location before you can receive trip requests. Read below to learn more about the specific requirements for each city.
Requirements to drive in Ontario cities

Private Transportation Company (PTC) driver's licence
Important! As of October 12th, 2023, the City of Toronto is not issuing new rideshare licences. This licensing pause is temporary and there exists many other ways to earn through rides and delivery. You can still pick up riders in multiple areas of the GTA, including Brampton, Markham, Richmond Hill, Vaughan, Pickering, Ajax, and Oshawa and make deliveries with Uber Eats and UberConnect trips all across the GTA, including the city of Toronto.

You can go online and complete a Vulnerable Sector Check:
- Once you’re in the portal, you can create an account to begin the process
- Make sure you select the option for Level 3: Vulnerable Sector Check
- Be prepared with your Ontario driver’s licence and another piece of ID
You can also choose to complete a Vulnerable Sector Check in person:
- Download this form or pick one up at a police station
- Make sure you select the option for Level 3: Vulnerable Sector Check
- Drop off your completed form at the Ottawa Police Station, located at 2670 Queensview Drive
- Be sure to bring 2 pieces of valid photo ID and proof of Ottawa address
- Once you receive your results by mail or email, take a clear photo of the front and back of the Vulnerable Sector Check results and upload the 2 photos to the driver portal.
