Getting started
If you are at least 20 years old, have a valid driving license for at least 2 consecutive years, and want to operate in Oslo area, continue reading to find out how to drive with Uber.
To be able to use the Uber app as an independent operator, you need to possess the following:
- A valid taxi vehicle operating license (drosjeløyve), or a tourist coach operating license (turvognsløyve). Please note: a tourist coach operating license will only give you access to the UberXXL product (16 or more passengers). Find more information by clicking here
- A valid passenger carrying vehicle license (kjøreseddel)
- A vehicle that fulfills the requirements for the operating license you have

New to the taxi industry
If you don’t currently have a valid passenger carrying vehicle license (kjøreseddel) and a taxi vehicle operating license (drosjeløyve), please follow the steps below to obtain the necessary licenses and documents.
Step 2 - Apply for a passenger carrying vehicle license (kjøreseddel).
To apply, you need to fulfill the following requirements:
- Pass theory exam and driving test. Please read more about this requirement at Statens vegvesens website by clicking here
- You must be aged between 20 and 74, and have a valid driving license for at least 2 consecutive years
- You must pass a background check by the police.
- If you are not a Norwegian citizen, you must normally have lived in Norway for four years. This rule does not apply to citizens of EEA countries.
- You will have to get a medical certificate from a doctor. The medical certificate must not be more than three months old.
Recommended steps:
- Complete your theory exam and driving test (1100 NOK)
- Request medical exam at your doctor (600 NOK)
- Send a complete application to your local police (see link below). Keep in mind that it can take up to 3 weeks for your application to be processed. The police will conduct a background check as part of your application.

Step 3 - Apply for an taxi vehicle operating license (drosjeløyve)
To apply, you need to fulfill the following requirements:
- An established business in Norway: You need to a have a business address registered in Norway
- Economy: You need to be able to show a document that provies that you don't have any significant overdue arrears to the public or is in bankruptcy proceedings. This is needed both for the company and the person responsible for the daily operations.
- Good conduct: You need to include criminal record from the police.

Step 4 - Register your taxi vehicle
For a vehicle to be used as taxi, it needs to fulfill the following requirements:
- Registered in the motor vehicle register at Statens vegvesen
- Must be insured for commerical (taxi) use.
- Vehicles must be marked with the license number. This must be on both sides of the vehicle (outside) at the side doors and must be in a contrasting color of the vehicle. Minimum size 100 mm.
- Vehicle must be equipped with a taximeter.
- License number and kjøreseddel must be visible from the passenger seat.
- Must go through a yearly EU vehicle inspection

Submit the needed documents through partners.uber.com or in the Uber Driver App:
- Passenger Carrying Vehicle license (Kjøreseddel)
- Vehicle Operating license (Løyvedokument)
- Vehicle insurance document and photos of your vehicle
- Company registration document and bank account information
- Personal Identification documents of you and all owners of the company used to create Uber account
Step 6
Submit banking information and Company information including VAT number through partners.uber.com or in the Uber Driver App
Step 7
Once all required documents are submitted and approved by our Team your account will automatically get activated

Experienced operator with an operating license
If you already have a valid passenger carrying vehicle license (kjøreseddel) and a taxi vehicle operating license (drosjeløyve), you can complete the 4 simple steps below and start driving with Uber within just 1-2 business days
Step 2
Submit the needed documents through the Uber website or in the Driver App:
- Passenger Carrying Vehicle license (Kjøreseddel)
- Vehicle Operating license (drosjeløyve)
- Vehicle insurance document and photos of your vehicle

Drive under Fleet Partner
Fleet Partners are business owners who make their vehicles available to multiple drivers based on an employment contract between the Fleet Partner and the driver.
If you don’t want to be self-employed but still would like to drive with Uber, you should complete the following steps:
