Next-gen transit: Votran’s innovative model for multimodal partnership

Volusia County Transit Services (known as Votran) has teamed up with RATP Dev, Spare, and Uber Transit to offer hassle-free, flexible transport for the more than half a million residents of Volusia County, Florida. 

The VoTran On Demand app, powered by Spare, now acts as the hub for all demand-responsive transport in the county, including Votran’s Transport Disadvantaged program and microtransit trips with VoRide. Riders can now access these services and other options easily in one place. 

By bringing together traditional services like fixed routes and paratransit with on-demand options, the county can broaden its offerings, boost efficiency, and give riders a more flexible experience. 

How Uber Transit supports the system

Votran uses a mixed-fleet public transport model that combines dedicated vehicles with Uber’s extensive network of non-dedicated drivers. This approach allows Votran to: 

  • Improve reliability: Having more available drivers helps ensure better on-time performance.
  • Offer flexibility: Riders can now book same-day trips, so there’s no need to plan days ahead.
  • Reduce costs: A mixed fleet that includes Uber lets RATP Dev operate more efficiently in low-density areas, reducing the high costs of running bigger dedicated vehicles when they’re not needed.

Why it works

Providing reliable, consistent service across a region as vast as Volusia County (over 1,100 square miles of land, including the cities of Deltona and Daytona Beach; smaller towns along lakes, rivers, and the Pacific Ocean; and more) would be a major challenge for any public transport provider.

While traditional fixed-route buses work well for busy main roads, they can find it hard to efficiently serve spread-out suburban neighbourhoods or coastal areas. In those places, where stops are far apart and travel patterns can be unpredictable, teaming up with Uber is a great fit. By using on-demand technology, Votran can fill these gaps, providing a flexible, rider-focused solution where strict timetables aren’t as practical. 

Travelling smart

The VoTran On Demand app is designed to find the best way to get a rider to their destination. In designated on-demand zones like Ponce Inlet, for example, people can use the app to request an Uber ride for local travel. For destinations outside the zone, the app automatically connects riders to the most suitable fixed bus route to complete their journey. 

Designing a multimodal ecosystem means rethinking how different services work together. For transport planners wanting to modernise their networks, the Votran model offers a blueprint for balancing efficiency with coverage.
