Uber’s mission is to reimagine the way the world moves for the better. Movement, in all its forms, is fundamental to life, to freedom, to opportunity, and to the communities we serve. We are guided by core values that all Uber team members respect. This includes acting responsibly in our interactions with the cities, communities and people we serve: we do the right thing. Period.
To contribute to safe, sustainable and fair movement in the European Union, we regularly engage with policymakers. Our goal is to inform them about our services and to understand how we can best contribute to building the future of mobility, delivery and platform work in Europe. Like other companies, this includes fostering dialogue with European political leaders and authorities, whether by exchanging directly or by participating in events. We believe that being open and constructive with public stakeholders is key to ensuring informed and effective regulation in areas that impact our business, drivers, couriers and their customers. These include:
- Lowering transport emissions, where Uber committed to operate as a zero-emission mobility platform in Europe by 2030. Our SPARK! report outlines Uber’s commitment to electrify ride-hailing in Europe and to partner with the industry and policymakers to help drivers move to fully electric vehicles (EVs).
- Strengthening commitments to safety, from the creation of new standards to the development of technology with the aim of reducing adverse incidents and fighting any kind of discrimination.
- Supporting forward-looking labor and social policies, where Uber champions a Better Deal for platform workers: work that offers flexibility, attractive earning opportunities, protections and benefits.
- Rethinking urban mobility, where in partnership with cities and transit agencies, Uber is committed to working with transit agencies in meeting today’s challenge to make public transport more accessible and easier to use, while reducing private car ownership.
- Contributing to the dialogue on digital policy, grounded by Uber’s company-wide commitment to consumer privacy and data protection for all users, regardless of where they live or travel.
The political representation of interests is a legitimate part of the democratic decision-making process. When engaging with public representatives, Uber complies with European and national regulations on lobbying and transparency, which involves publicly reporting on its meetings with key European stakeholders and its advocacy priorities. As a company, Uber has also implemented comprehensive internal processes to ensure that Uber’s employees and consultants who engage with public officials respect applicable rules and hold themselves accountable to the highest ethical standards.
- Uber upholds the highest ethical standards when engaging with public officials: Since its change in leadership in 2017, Uber has been working tirelessly to ensure that all of our external engagement meets the highest ethical standards. We have strong Ethics & Compliance policies, make regular training mandatory for Uber’s employees, and have implemented business conduct guidelines on how to engage with government officials and third parties. Uber requires its Public Policy teams to respect an internal code of conduct which is rigorously aligned with the Members of the European Commission code of conduct.
- Uber complies with lobbying and transparency rules defined by the European Union: Uber supports the principles of open dialogue, cooperation, and inclusivity that allow legislation in the European Union to appropriately reflect a diversity of perspectives. We fully adhere to existing applicable rules and principles, from the practical recommendations on interacting with EU officials issued by the EU Ombudsman in 2019 and the Code of Conduct annexed to the European Interinstitutional Agreement on a mandatory Transparency Register. As required by the European regulation, Uber is registered on the European Transparency Register and updates its activities regularly.
Uber’s Ethics & Compliance team is responsible for overseeing the above obligations are respected at all times by every Uber team member.
Uber’s presence in Brussels
EU Public Policy is part of the Europe, Middle East and Africa Public policy team and is composed of four members representing Uber towards European institutions with focus on specific areas. The team is based in Uber’s office in Brussels (Boulevard Louis Schmidt 29, 1040 Etterbeek).
Uber’s engagement in Brussels also includes building relationships with the delivery and ride-hailing sectors, and with third parties. These include the European Association of On-Demand Mobility (Move EU) and Delivery Platforms Europe (DPE), of which Uber was a founding member. These networks allow Uber to hold informed debates on relevant issues and contribute as a sector to relevant policy discussions. Uber is also a member of the Computer and Communications Industry Association (CCIA), BusinessEurope (BE) or the Mobility-as-a-Service Alliance (MaaS-Alliance). We are committed to continuing an open and constructive dialogue with public stakeholders, and to contributing to the development of effective regulation that works for our business, partners and customers.
