The fine print:

• VIP has no additional cost , and rates are the same as UberX.
• There are fewer VIP vehicles on the road, so wait times may be a bit longer. 
• To keep VIP active within your app, you must complete 10 trips per month. 
• VIP will automatically be added to your account at the end of every month. 
• UberVIP is only available in Alexandria for the time being.
