Next-gen transit: Votran’s innovative model for multimodal partnership

Volusia County Transit Services (known as Votran) has partnered with RATP Dev, Spare, and Uber Transit to provide stress-free, flexible transportation for the more than half-million residents of Volusia County, Florida. 

The VoTran On Demand app, powered by Spare, now serves as the hub for all demand-responsive transportation in the county, including Votran’s Transportation Disadvantaged program and microtransit rides with VoRide. Riders can now access these services and other options conveniently in one place. 

By integrating traditional services like fixed routes and paratransit with on-demand options, the county can expand its offerings, improve efficiency, and provide a more flexible experience for its riders. 

How Uber Transit supports the system

Votran employs a mixed-fleet public transit model that combines dedicated vehicles and Uber’s extensive non-dedicated driver network. This approach enables Votran to: 

  • Improve reliability: Having additional available drivers supports stronger on-time performance.
  • Offer flexibility: Riders can now request same-day trips, eliminating the need to plan days in advance.
  • Reduce costs: A mixed fleet that includes Uber allows RATP Dev to operate more efficiently in low-density areas, cutting the high costs of running larger dedicated vehicles when they aren’t needed.

Why it works

Ensuring reliable, uniform service across a region as expansive as Volusia County (1,100+ square miles of land area, including the cities of Deltona and Daytona Beach; smaller towns along lakes, rivers, and the Atlantic Ocean; and more) would present a significant challenge for any transit provider.

While traditional fixed-route buses are effective for high-density corridors, they can struggle to efficiently serve scattered suburban neighborhoods or coastal areas. In those regions, where stops are far apart and travel patterns can be unpredictable, a partnership with Uber is ideal. By harnessing on-demand technology, Votran can bridge these gaps, offering a flexible and rider-centric solution where rigid schedules aren’t as practical. 

Traveling smart

The VoTran On Demand app is designed to find the best way to get a rider to their destination. In designated on-demand zones like Ponce Inlet, for example, people can use the app to request an Uber ride for local travel. For destinations outside the zone, the app automatically connects riders to the most suitable fixed bus route to complete their journey. 

Designing a multimodal ecosystem requires rethinking how different services work together. For transit planners looking to modernize their networks, the Votran model provides a blueprint for balancing efficiency with coverage.
