About the Role

We are seeking a seasoned Senior Strategy & Operations Manager to lead our Strategic Procurement & Vendor Excellence vertical. In this role, you are a business builder who views procurement and vendor performance as critical levers for merchant success. You will architect the operational infrastructure and partnership ecosystem that powers the Uber Eats marketplace in Japan, ensuring we balance strategic sourcing with uncompromising vendor quality.

Your Impact in Role

  1. Future-Ready Operations Architecture: Design and scale the foundational systems and automated fulfillment workflows that govern our supply chain, ensuring seamless data integrations and infrastructure that evolves with the business.
  2. Strategic Vendor Excellence: Build and oversee a performance-driven vendor governance framework. You will lead the relationship strategy for critical third-party partners to ensure they meet Uber’s high standards for quality, reliability, and operational excellence.
  3. Merchant Experience Transformation: Identify operational bottlenecks and lead strategic projects to remove friction from the merchant journey, implementing scalable solutions that improve how partners interact with our products and services.
  4. Strategic Process Architect and Dot Connector: Act as the central hub across Sales, Finance, and Operations to design and iterate on end-to-end processes. You will define the data-driven logic and reporting frameworks that provide real-time visibility into the health of our local procurement and vendor ecosystem.

What You'll Need

  1. Bilingual Communication: You possess the fluency in both Japanese and English necessary to effectively communicate and negotiate with internal stakeholders and external partners, noting that our external partner ecosystem primarily operates in Japanese.
  2. Seasoned Strategic Leader: You have a proven track record of leading high-stakes operations, strategy, or vendor management functions within fast-moving environments, or high-growth tech, consulting.
  3. The "Dot Connector" Mindset: You excel at looking across a massive, complex organization, identifying gaps, and building the necessary bridges between disparate teams. You are comfortable creating workflows from scratch and evolving them as the business scales.
  4. Data-Driven Decision Making: You are an evidence-based strategist with the analytical fluency to interpret complex datasets and turn them into actionable business strategies that ensure procurement remains a catalyst for growth. Your primary strength is the ability to drive critical business actions through data-backed insights.

  1. Agility and Operational Grit: You thrive in environments where the landscape changes daily. You can pivot quickly between high-level strategy and the hands-on work required to get a new process off the ground.
  2. Strategic Vendor Mastery: You architect partnerships rather than just managing contracts. You have deep experience in driving vendor performance through clear quality standards and feedback loops.

Offices continue to be central to collaboration and Uber's cultural identity.
