Public Policy Manager

Public Policy
in Toronto, Canada

About the Role

At Uber, we reimagine the way the world moves for the better.  In Canada, that means helping millions of Canadians go anywhere, get anything, and earn their way at the tap of a button. Public policy is central to that mission. Decisions made at the federal, provincial and municipal levels can expand mobility and delivery options for communities from coast to coast to coast. That’s where you come in.

Uber is seeking a Public Policy Manager to lead provincial and municipal policy strategy in key Canadian markets. This is a high-impact, externally facing role responsible for shaping regulatory frameworks, advancing legislative reform, and strengthening Uber’s reputation with government leaders and key stakeholders.

You will serve as a critical advocate for Uber’s mobility and delivery businesses, driving sophisticated campaigns and navigating complex political environments. This role requires sharp political instincts, strong executive presence, and the ability to lead cross-functional efforts that align policy strategy with business priorities.

What You'll Do

  • Lead provincial and municipal policy strategy across key Canadian markets, shaping legislative and regulatory outcomes that enable innovation and sustainable growth.
  • Build and manage relationships with elected officials, civil servants, and third-parties.
  • Design and execute integrated advocacy campaigns, including coalition-building, stakeholder mobilization, and strategic communications.
  • Anticipate and mitigate policy risk, providing proactive strategic counsel to local business leadership.
  • Translate complex regulatory issues into clear, compelling policy positions and executive-ready briefing materials.
  • Partner cross-functionally with Communications, Legal, Operations, Product, and business leaders to align public policy priorities with operational strategy.
  • Represent Uber publicly in meetings, consultations, industry forums, and policy discussions.

Basic Qualifications

  • 7+ years of experience in government, public policy, public affairs, political campaigns, regulatory law, or related fields.
  • Deep knowledge of federal, provincial and municipal political dynamics across Canada.
  • Demonstrated success leading policy campaigns or legislative reform efforts.
  • Strong executive communication skills, with the ability to influence senior stakeholders internally and externally.

Preferred Qualifications

  • French language proficiency.
  • Experience serving as the substantive policy lead on a complex file, not solely in a relationship-management capacity.
  • Strategic thinker with sound political judgment and comfort operating in ambiguous environments.
  • Proven ability to work cross-functionally and lead through influence in fast-moving, matrixed organizations.
