Road to sustainable mobility
We maintain our unwavering commitment towards sustainable mobility in Portugal through a transition plan to electric vehicles until 2030.
2024 was an important year in the electrification journey of TVDE in Portugal. In this year alone, we have invested over €2.5 million in Portugal in discounts on the service fee of Uber Green and in incentives for driver-partners who transitioned to electric vehicles (EV).
The commitment to be a zero-emission mobility platform by 2030 remains.
2025: A pivotal year in this transition
Uber is focused on making EV ownership for fleets and drivers the most rewarding option for all, in addition to aligning our internal rules with the market’s reality and the global situation.
External events – such as the pandemic, global supply chain disruptions, wars in Ukraine and the Middle East, inflation, tariff wars -, limited public incentives for professional fleets, a meager charging network, and the nascent market for second hand EVs require adjustments in the current rules.
As Uber’s CEO stated in October 2024 in an interview: “(…) Unless we get companies and governments that continue to lean in, those targets (Uber’s) are going to be very, very difficult to achieve. (…)”
With that, we are making some changes to the ICE transition rule in Portugal. Our transition strategy will be adjusted city by city and product by product, to ensure a consistent rider experience, rewarding those who have already invested in EVs and incentivising those who have not started:
- Category-specific transition: we will focus the transition to EV in cities and categories where the market balance enables it. Particularly, we will limit the onboarding of new EVs in Black starting on June 1st 2025. ICE vehicles onboarded on the platform after this date will not be eligible to operate under Black, but can still function in other categories. Current Black-eligible ICE vehicles can continue to operate until reaching the maximum vehicle age set in the TVDE law
- Access to Green: similarly to today, only electric vehicles will have access to the category with the highest growth in Portugal
- Transition per city: We will focus on transitioning to EV-only in cities and categories where the market balance allows it. Specifically, we aim to start with EV-only vehicle onboarding for the Black category in Lisbon and Porto by June 1st 2025
- UberX access: Fleets will maintain the ability to onboard ICE vehicles in the UberX category countrywide. This approach ensures no restriction to accessing our main category
The same transition logic may soon apply to other categories and cities. (1) These changes will always be communicated with at least 4 weeks of notice.
Transitioning to an EV means securing the future access to all categories available for your vehicle, while preparing for rapid changes in rules that may be imposed by municipalities or by the government.
We are committed to changing the way the world moves forward and becoming a zero-emission mobility platform by 2030.
