Three years ago, UFCW Canada and Uber Canada came together to sign a landmark agreement that offers drivers and delivery people representation services and advocates for labour reforms across the country.

Today, we’re pleased to release a report that shares the latest facts and figures about the real-world impact that the agreement has had. Since the signing of the agreement in January 2022:

  • 3,543 workers have had their deactivation or account-related issue case filed with Uber Canada by UFCW Canada.
  • Of these cases, 903 had a positive outcome. 701 workers regained access to the platform and 202 had an account-related issue resolved.

In December 2024, Pollara Strategic Insights also surveyed drivers and delivery people to assess their support for the agreement and found:

  • There is very high and intense approval among drivers and delivery people on Uber for the agreement with UFCW Canada with 76% approving of it. 
  • After reading the list of proposed reforms, large majorities in all provinces express support. Three-quarters in Quebec (77%), Ontario (75%) and Nova Scotia (74%) are supportive.
  • Over nine-in-ten earners agree that their driving/delivering work provides them with the scheduling flexibility they cannot get from a traditional job (94%), and that it is work they would not be able to do without the scheduling flexibility (87%).

As we look forward to 2025, we are committed to working with governments across the country to continue to improve the standard of app-based work. Focus areas for 2025 include: 

Government Advocacy and Implementation 

In 2025, Uber Canada and UFCW Canada will continue to engage with all provincial governments that are interested in approving the quality of app-based work in their jurisdiction. In particular, there is a consultation process ongoing in Quebec that discusses the future of app-based work and Uber and UFCW will engage in this process. As well, Uber will work hard to implement the Digital Platform Workers’ Rights Act in Ontario ahead of the July 1, 2025 deadline. 

Driver and Delivery Person Roundtables

Uber Canada and UFCW Canada will conduct a series of roundtables in cities across the country this year in order to hear directly from drivers and delivery people about what they want to see from the Uber Canada – UFCW Canada agreement and the Uber platform in general. These roundtables will provide an opportunity for drivers and delivery people to provide feedback. 

EDD Program Enhancements

In 2023, UFCW Canada launched the Engagement Drivers & Delivery People (EDD) program to strengthen the voice of drivers and delivery people. The role of the EDD is to collect feedback from drivers and delivery people and bring it forward to UFCW Canada so that it can be discussed with Uber Canada and actioned appropriately. There will be a call for a new set of EDDs who will continue to engage with drivers and delivery people in their areas. These EDDs will attend upcoming Joint Consultation Forums to report back on what they are hearing from their areas such that the feedback can be acted upon to improve the platform.
