Program Manager II, Tech - Maps
About the Role
We are looking for a Program Manager to join the Global Scaled Solutions (GSS) team. In this role, you will lead high-impact, cross-functional programs focused on Maps and Autonomous Mobility and Delivery. You will operate at the intersection of Product, Engineering, Operations, Data Science, and Vendor Operations to drive scalable solutions that improve product quality and user experience globally.
You will be expected to independently lead complex technical and operational programs, influence senior stakeholders, and drive strategic initiatives from conception to execution. A core part of this role involves running deep diagnostics on Maps and mobility-related issues, solving ambiguous and open-ended problems, and deriving actionable insights from large and complex datasets to improve customer experience across Uber’s product suite.

---- What You Will Do ----
Program Leadership
- Lead end-to-end execution of large-scale programs across Maps and AV domains
- Define program strategy, scope, OKRs, KPIs, timelines, and success metrics aligned with organizational goals
- Drive operational and technical program reviews with leadership and cross-functional stakeholders
- Build scalable mechanisms to improve quality, efficiency, and delivery consistency
Cross-functional Collaboration
- Partner closely with Product, Engineering, Data Science, Operations, and Vendor teams to drive business outcomes
- Influence cross-functional stakeholders and align teams on priorities, risks, and execution plans
- Act as a trusted advisor and subject matter expert for Maps and AV operational diagnostics
Diagnostics, Insights & Problem Solving
- Run deep diagnostics on Maps, Routing, ETA, and AV-related issues to identify root causes and improvement opportunities
- Solve complex, ambiguous, and open-ended operational and product problems using structured analytical approaches
- Analyze large and complex datasets to derive actionable insights that influence product roadmaps and operational strategy
- Identify trends, failure patterns, and customer pain points to improve reliability and customer experience across Uber’s product suite
- Partner with Product and Engineering teams to translate insights into scalable product and operational improvements
Execution & Operational Excellence
- Drive execution of operational programs, pilot launches, tooling rollouts, and process improvements
- Identify operational gaps, workflow inefficiencies, and quality risks, and implement scalable solutions
- Independently manage large vendor operations, including quality, productivity, and performance management
- Create detailed SOPs, workflows, and technical documentation for scalable execution
Financial & Resource Management
- Own program budgets, vendor operations, and resource planning across strategic charters
- Drive cost optimization initiatives while maintaining high quality standards and operational efficiency
- Ensure organizational spending aligns with business priorities and financial targets
Communication & Stakeholder Management
- Lead weekly, monthly, and quarterly business reviews with senior leadership
- Develop clear communication frameworks to ensure alignment across globally distributed teams
- Escalate risks proactively and drive resolution across teams and stakeholders
---- Basic Qualifications ----
- Bachelor’s or Master’s degree in Business, Engineering, Computer Science, GIS, Analytics, or related disciplines
- 8+ years of experience managing large-scale technical or operational programs in a tech, mapping, mobility, or startup environment
- 5+ years of experience leading scaled operations, quality, mapping, or vendor management programs
- Strong understanding of Maps, Routing, ETA systems, AV workflows, or location intelligence ecosystems
- Proven experience working cross-functionally with Product, Engineering, Data Science, and Operations teams
- Strong analytical and problem-solving skills with experience deriving insights from large datasets
- Demonstrated ability to solve ambiguous and open-ended business or operational problems
- Excellent written and verbal communication skills with strong stakeholder management capabilities
- Demonstrated ability to independently drive ambiguous, complex programs end-to-end
- Experience managing budgets, operational metrics, and vendor performance
- Strong organizational skills with attention to detail and ability to prioritize effectively in fast-paced environments
---- Preferred Qualifications ----
- Experience in mapping, GIS, ride-sharing, mobility, logistics, or autonomous vehicle ecosystems
- Strong technical acumen with understanding of software development lifecycle, bug triage, testing, and tooling
- Experience with SQL, Python, GIS platforms, dashboarding tools, and GenAI-based workflows
- Experience building operational metrics frameworks and quality measurement systems
- Background in consulting, high-growth startups, or large-scale tech organizations
- Experience developing training content, technical documentation, and operational playbooks
- Proficiency with project management and collaboration tools such as JIRA, Coda, Google Workspace, and dashboarding platforms
- Proven ability to influence senior stakeholders and drive alignment across technical and non-technical teams
