Once the LTA provides your Letter of Approval, you can proceed with the next steps to obtaining your PDVL: completing the PDVL training course.

What do I need for PDVL training?
Ensure you have a clean bill of health to get on the road with us.

You must meet the basic English requirement to start the STA training course, and submit valid certification of basic English competency.
Examples of valid English language certification include:
- A GCE 'O' level or 'N' Level pass in English (at least D7 Grade),
- A Level 3 pass in English under the Workplace Literacy (WPL) programme, or
- Any ITE full course certification, polytechnic full course certification, or a university degree
If you do not currently have any type of valid English language certification, you may take the WPL-CAT examination. Please schedule an examination appointment here for the English WPL Reading, Listening and Speaking examination: Uber will reimburse you for the costs after receiving your passing results and receipt.
Please also ensure you bring your NRIC, Driver’s License, and English certificate when you attend the PDVL training.
What is the PDVL Training Course?
The PDVL Training Course is a requirement by the LTA to qualify for Private Hire Car Driver’s Vocational License (PDVL). Details on the course can be found at the STA website.
How long is the training course in total?
The course lasts a total of 10 hours: 8 classroom hours, with at least 2 self-study hours.
What are the course contents?
Trainees will undergo a combination of classroom coaching and self-study to acquire all the competencies required of a professional chauffeur. This includes Service Quality, Health & Safety, and Private Hire Car Rules and Regulations. For more details, you can view the course outline here.
Is it mandatory to attend the PDVL Training Course?
Yes, trainees must attend all the lessons and complete all the classroom exercises before they can proceed to take the corresponding tests. Trainees will only be issued the Private Hire Car Driver’s Vocational License (PDVL) by the LTA upon completion of the training programme and passing of all the prescribed tests.
Will I need to take any tests?
Yes, there will be 2 test papers that the trainee needs to schedule after attending the training course:
- Paper 1: Service Quality, Health & Safety Paper
- Private Hire Car Rules & Regulations.
What documents can I provide as proof of English literacy?
A GCE ‘O’ level or ‘N’ level pass in English (at least a D7 grade), ITE (Higher NITEC or above), or Level 3 pass in English under the Workplace Literacy (WPL) programme is accepted. Also acceptable are ITE full course certification, polytechnic full course certification, or university degrees.
- If you would like to request a replacement for a lost GCE certificate, you may refer to the SEAB website.
- If you would like to request a replacement for a lost WPL certificate, please log in to your SkillsConnect account. After that, login with your SingPass account, select “View Achievement”, and view and print your certificate.
What if I do not have the required certification for English literacy?
If you are competent in English and need to obtain a certificate as proof of your English literacy, you can schedule an examination appointment for the English WPL Reading, Listening and Speaking test here.
You may bring your receipt and passing results to us, and we will reimburse you the costs of this certification.
