Private-Hire Car Decal Installation

New regulation

The Land Transport Authority (LTA) has announced that with effect from 1 July 2017, all private hire cars (Z10 / Z11 / Z16/ Z17) used to provide chauffeured services must display a pair of tamper-evident decals on the front and back windscreen of their vehicles.

Failure to display the decals will be an offence punishable with:-

(a) in the case of a first offence, a fine not exceeding $1,000 or a jail term not exceeding 3 months or both; and

(b) in the case of a second or subsequent offence, a fine not exceeding $2,000 or a jail term not exceeding 6 months or both.

Why do we need this new regulation?

According to LTA, this is to allow for easier identification of registered private-hire cars, and facilitate enforcement against offences such as unregistered cars providing chauffeured services, or private hire cars picking up passengers by street-hail.


How does the decal look like?

It's a plastic decal that measures 14cm by 10cm. The decal is tamper-evident so enforcement officers will be able to tell if it is removed and re-pasted.


Do I have to pay for the decal?

For all private cars registered after 28 February 2017, it will cost $20. Payment can be made at the respective installation centres.


Will Uber cover the cost of my decals if I registered after 28 February 2017?

Unfortunately, Uber is unable to cover the cost of the decal affixing. Payment for the decals must be made upfront by the drivers at the respective locations.


How do I know if I need the decals?

As long as you are a registered private-hire car owner, you will receive an official letter from the LTA to inform you of the requirement.


Where do I get the decals?

The decals are only available at specific locations.

Some of the suggested affixing centres include:

  1. VICOM/JIC inspection centres
  2. STA inspection centres

What if I am renting a car from a car rental company?

It is the responsibility of the car rental company to affix the decal on the rented car.

Where should the decals be displayed at?

The decals must be pasted on the top right-hand corner of the front windscreen and top left-hand corner of the rear windscreen of your vehicle. It must be visible at all times.


How long will the decal installation take?

The installation process will take approximately 10 - 15 minutes.


Can I collect the decals from STA and paste them on my own?

No. You must get it done at one of the official affixing centres.


Are the car decals compulsory?

Yes, as long as the vehicle is a private hire car used for private chauffeured services.

Am I able to visit any affixing centre of my choice?

Unfortunately, no. You are only able to go to the installation centres as indicated in your official letter from LTA.
