Regulations in New Zealand
The New Zealand government requires all driver-partners using the Uber app hold a Passenger Endorsement card and a Certificate of Fitness for their vehicle(s). Here's how you can get the required authorisations as quickly as possible.
To apply for or renew your P Endorsement, you must confirm that you are medically fit to drive. This means you will need to provide a medical certificate completed by a New Zealand registered medical practitioner.
After submitting your P Endorsement application, you can book your medical appointment below.
If you prefer, you may visit your own doctor and ask them complete a NZTA medical certificate (DL9). If you chose to use your own doctor you will need to bring a copy of your completed medical certificate back to the Greenlight Hub.
Right to Work Confirmation
As part of the P Endorsement application process, if you are in New Zealand on a Work Permit or Student Visa you will need to provide proof of your entitlement to work. Uber can support you in obtaining and submitting this proof to the NZTA as part of the process.
International Criminal History
As part of the P endorsement application process, if you’ve lived in any one country (apart from New Zealand) for 12 months since the age of 14 you will need to provide to the NZTA a criminal history check for each country you have lived in. In many cases, Uber can help you in obtaining and submitting this documentation to the NZTA.
Vehicle Certificate of Fitness
A Certificate of Fitness (COF) is a regular check to ensure that your vehicle meets required safety standards for carrying passengers. Approved Agents, like VTNZ, AA and VINZ, are able to issue COFs to compliant vehicles.
Visit a local Greenlight Hub to find out more about driving under Uber’s Small Passenger Service License (SPSL) and obtaining a COF. When you visit, Uber will provide you with its Transport Service Licence (TSL) number which you will need to obtain a Certificate of Fitness.
Transport Service Licence Card
If you meet the requirements to drive, Uber will provide you with a Transport Service Licence (TSL) card that you will need to display in your vehicle when you are using the Uber partner app.

Applying for a Passenger Endorsement
Before you apply
Start by seeing a qualified medical practitioner for a medical assessment. You will need to obtain a medical certificate (DL9) to submit along with your P Endorsement application.
Apply for a P Endorsement
Complete a P Endorsement application and submit it to an NZTA agent (AA or VTNZ). You can print a P Endorsement application here or pick one up at a NZTA agent (AA or VTNZ).
The NZTA may require you to provide additional documents, such as proof of your entitlement to work in New Zealand as part of the P Endorsement application process.
Getting a Certificate of Fitness
Visit an approved agent
A Certificate of Fitness (COF) is a regular check to ensure that your vehicle meets required safety standards for carrying passengers. Go to an approved Agent, like VTNZ, AA and VINZ and provide Uber's TSL (#0139653) to have a COF issued for compliant vehicles.
Some helpful tips about obtaining a COF:
If you have a hatchback vehicle or station wagon, you may need to have a means to secure cargo in your boot. Cargo nets are a cost effective solution that can be purchased at auto retailers like SuperCheap Auto and Repco You may need to complete a change of vehicle use form and purchase a child lock safety sticker when you get your COF
Display your TSL card
If you meet the requirements to drive, Uber will provide you with a Transport Service Licence (TSL) card once your account setup is complete. You will need to display the card in your vehicle when you drive using the Uber App.
