About the Role

 

On-demand aviation has the potential to radically improve urban mobility, giving people back valuable time lost in their daily commutes and encouraging sharing of rides. By 2050, almost 75% of the world’s population will be living in cities. Just as skyscrapers + elevators allowed cities to use limited land more efficiently, urban air transportation will use three-dimensional airspace to alleviate transportation congestion on the ground. A network of small, electric aircraft that take off and land vertically (called VTOL aircraft for Vertical Take-off and Landing; pronounced vee-tol), will enable rapid, reliable transportation for super-commuters going to and from cities as well as traveling within large and congested cities.

 

We are looking for someone to lead our aviation policy work for Uber’s Elevate Program. Aviation is a highly-regulated and critically important industry. The recent launch of the FAA’s Unmanned Aerial Systems integration pilot program (UAS) is now starting to explore new regulatory horizons in cities looking to integrate this new technology. The Senior Manager of Aviation Policy will work with governments to realize the full potential of urban air mobility.

 

The role will be based in Washington D.C., with travel to San Francisco, Los Angeles, Dallas, and occasional international trips.

What You’ll Do

 

  • Develop deep issue expertise on the public policy issues impacting Uber Elevate, including Unmanned Aerial Systems (UAS), UAS Traffic Management (UTM), air traffic control, FAA reauthorization, UAS Integration Pilot Program, etc.
  • Build out and drive our U.S. federal regulatory approach, as well our international strategy (e.g., ICAO, EASA)
  • Work closely with the FAA and other relevant regulatory and governmental bodies (NASA, DOD, DHS, etc.).
  • Work directly with the cities to prepare for launch, in partnership with our local public policy and communications teams
  • Create third-party engagement strategies and industry partnerships to drive social acceptance of this new type of technology
  • Develop a global go-to-market roadmap based on policy and regulatory analyses and develop a playbook to deploy this mode of transportation in cities across the world
  • Create materials and develop analyses to educate communities and policymakers on the benefits and impacts of urban air mobility
  • Work with the Elevate team internally to develop creative solutions to thorny policy challenges

 

What You’ll Need

 

  • 8+ years of work experience.  Prior policy experience in aviation/unmanned aerial systems (UAS) is essential
  • Leadership experience in policy, strategy, and/or product development in a highly regulated space, preferably with a bias towards technology
  • Experience working in rapidly evolving environments with a comfort for ambiguity and a natural ability to focus on the right information, bringing structure to unstructured problems
  • Significant analytical experience, including ability to analyze data to identify trends and implications, and an ability to construct forward-looking models that can inform policy positions
  • Strong project management skills with the ability to drive cross-functionally
