Assemblywoman Joan Millman was elected to the Assembly on February 18, 1997 in a special election to fill the seat left vacant by the untimely death of Assemblywoman Eileen Dugan. The 52nd Assembly district includes the neighborhoods of Brooklyn Heights, Cobble Hill, Boerum Hill, Carroll Gardens and Bay Ridge.
Born on June 20, 1940 in Brooklyn, New York, Ms. Millman graduated from Brooklyn College with a Bachelor of Arts degree in 1962. She taught elementary school from 1964 to 1974 at Public School 10 in Brooklyn, and after receiving her Master's in Library Science in 1974, served as the school librarian until 1986. She received her Professional Diploma from Long Island University, Brooklyn Campus, in 1990. In addition, Ms. Millman served as an educational consultant to New York City Council President Carol Bellamy and Senator Martin Connor. As a facilitator for Comprehensive School Development and Planning, a central Board of Education program, she worked in Districts 3 and 4 in Manhattan. As a member of the Citywide Advisory Committee on Middle School Initiatives from 1995 to 1996, she assisted middle schools in District 15 in Brooklyn.
Ms. Millman holds a number of professional licenses and certifications and is a member of several educational organizations. She has received many awards and honors in recognition of her lifelong commitment to education, among them the 1999 Alumna of the Year Award from Pratt Institute, located in Brooklyn, New York. She has also been honored by the Carroll Gardens Neighborhood Women and the Van Westerhout Cittadini Molesi. Long active in the community, Ms. Millman is a member of the Brooklyn Heights Association and served as a Director of the Cadman Towers Association. She also served on the Board of Directors of the Southwest Brooklyn Economic Development Zone and the Citywide Advisory Committee on Middle School Initiatives. She is the Chairperson of the Kings County Democratic Committee and a member of the Independent Neighborhood Democrats.
Assemblywoman Millman resides in Brooklyn Heights.
